Rooks, who is currently on the Hornets’ injured list with an ankle injury, has played in 35 games this season and has averaged 2.3 points and 1.4 rebounds a game.
"Sean (Rooks) brings size to our frontcourt and veteran leadership to our locker room," said Orlando general manager John Gabriel. "We look forward to his contributions both on and off the basketball court."
The 34-year-old New York native, who was a second-round draft pick by Dallas in 1992, enjoyed his best season during his rookie campaign with the Mavericks in 1992-93 when he averaged 13.5 points and 7.4 boards in 72 games.
Rooks has also spent time with the Minnesota Timberwolves, Atlanta Hawks, Los Angeles Lakers and Clippers and has averaged 6.9 points per contest during his 12-year career.
Williams, meanwhile, was in his first year with the Magic and was averaging 5.0 points and 1.7 assists per game. Williams, 28, has played for Atlanta, Seattle, Boston and the Denver Nuggets during his six-year career.
