Carter also dished out eight assists in 41 minutes, helping Toronto snap a nine-game losing streak.
Carter had been on the IL since February 20, missing six games with a moderate left ankle sprain. He suffered the injury during a contest against San Antonio on February 18 when he landed awkwardly after a jump shot.
In 50 games this season, Carter is averaging a team-high 21.2 points to go along with 4.7 rebounds and 4.7 assists per contest.
Meanwhile, forward Michael Bradley was placed on the injured list with right knee tendinosis.
