Blount last played with the Chicago Bulls this season, averaging 4.5 points and 4.5 rebounds in 46 games before he was waived March 2. An 11-year NBA veteran, he has career averages of 3.6 points and 4.2 rebounds with six teams.
Palacio has played in 52 games this season with 13 starts. He is averaging 4.7 points and 1.7 rebounds in 21.9 minutes per contest.
The Raptors also announced that they have waived oft-injured forward Michael Bradley.
Bradley, 24, underwent arthroscopic surgery on his right knee November 1 and was on the injured list until February 20. He was placed on the injured list again March 2 with right knee tendinosis.
A Villanova product, he averaged 3.8 points, and 4.5 rebounds in three seasons with the Raptors after being selected 17th overall by Toronto in the 2001 NBA Draft.
