McInnis, who will serve as a backup to Jason Kidd, averaged 12.8 points per game, while dishing out 5.1 assists ppg in 76 games last season with Cleveland.
"We are looking to strengthen our backcourt during the offseason, and by signing Jeff, we feel that goal has been accomplished," said team president Rod Thorn. "Jeff is a proven NBA veteran who can play both the one and the two, and we are pleased to add him to our roster."
His best campaign came in 2001-02, when he posted 14.6 ppg and 6.2 assists with the Los Angeles Clippers.
In eight NBA seasons, McInnis has netted 10.6 ppg and 4.6 assists in 456 games with Denver, Washington, the Clippers, Portland and the Cavaliers.
