Roy also grabbed nine rebounds while Zach Randolph posted a double-double with 19 points and 12 boards for Portland, which has won two of its last three contests.
Martell Webster had 15 points off the bench in the win.
Earl Boykins poured in 28 points and dished out six assists for the Bucks, who have dropped eight of nine. Charlie Bell added 23 points, and Andrew Bogut tallied 16 points and gathered seven rebounds.
The Trail Blazers held a comfortable 58-45 lead at halftime and were up 75-63 after three quarters of play.
Milwaukee, though, broke off a 14-6 run in the fourth to make things interesting down the stretch. Boykins helped pull his club within striking distance with a pair of jumpers before Ruben Patterson scored five straight points, including a driving layup that made it 93-89 with 2:09 remaining.
Jarrett Jack, though, was fouled behind the arc moments later, and drained all three of the subsequent free throw attempts to push the lead back up to seven.
The Bucks netted the next four points to climb within three, but Roy calmly stroked a jumper with 14 ticks on the clock to ice the game. .

Milwaukee was without guards Michael Redd (strained patellar tendon in left knee) and Mo Williams (sprained left shoulder) and forward Charlie Villanueva (right shoulder tendinitis)...This was the second and final meeting of the season between the teams. The Bucks defeated the Trail Blazers, 102-94, in overtime on December 6th at the Bradley Center.
